Accueil » France-New Zealand Cooperation » Pacific Fund Pacific Fund - Applications for 2012 funding The Pacific Fund, administered by the Permanent Secretariat for the Pacific and included in the budget of the Ministry of Foreign Affairs, was created in 1986. It promotes cultural, economic, social and scientific cooperation in the Pacific. It contributes to the regional integration of New Caledonia, French Polynesia and the Islands of Wallis and Futuna.
The Fund does not take the place of bilateral cooperation. It is rather focused on regional actions, to strenghten the partnership with Pacific countries and regional oragnisations. It supplements other cooperation programs of the Ministry of Foreign Affairs, regional cooperation activities conducted by the French Pacific territories or activities carried out by Pacific regional organisations.
Priority is given to cooperation programs that promote the regional integration of the three French Pacific territories. This involves giving priority to the following projects :
-projects designed to strengthen the relations that France and the French Pacific territories have with Pacific island countries
-projects likely to involve companies, research centres and universities in New Caledonia, French Polynesia and Wallis and Futuna and to promote the know-how and potentials of those territories
-projects designed to strengthen the activities of those Pacific regional organisations in which the French Pacific territories have full membership or foster relations with organisations that have a notable influence in this part of the world
-projects that make it possible to promote French language and culture in the Pacific.
The themes promoted by the Pacific Fund are inspired by the main guidelines set out by the Ministry of Foreign Affairs for our relations with the Pacific. They also reflect the priorities of both the French Pacific territories and the Pacific Plan, i.e. health, sustainable development and the environment, agriculture, good governance, Pacific island culture and heritage, fisheries resources, regional economic integration… The Fund is not designed to fund scholarships for study in metropolitan France.
The Fund usually requires co-funding for all operations. The funding can be either a direct contribution from the project’s beneficiary, the participation of other donors or the provision of human and material resources. The Pacific Fund seek to strengthen cooperation with others donors such as the European Union, Australia or New Zealand, which are very active in this part of the world.
Projects may be submitted by governments, regional organisations, NGOs , universities, research institutes or private firms. They are then examined by a steering committee that meets twice a year, i.e. in March and October. Each project must be sent to the relevant French Embassy, which will then forwards the proposals. In New Zealand applications are to be submitted, before 5 December each year for funding during the following year, to Mr Rafaël Pont, the Cultural and Scientific Counsellor at the Embassy of France in Wellington.
